Social legislation in Czech lands in the years 1918 - 1948 Abstract The dissertation deals with the theme of social legislation in the period of 1918-1948. i.e. during the so called First, Second and Third Czechoslovak republic. However, the foundations of the Czechoslovak laws in this area lays in the period of Austrian laws, especially from the second half of the 19.th century. Development of social legislation was directly conected with the existence of a legal regulation of modern municipal self-government and higher levels of self-government. Two very important acts were adopted in this respect: Act No. 18/1862 The empire's code implemented on 5th March 1862 "The Act on Municipal matters" and on 3rd December 1863 Act. No. 105/1863 The empire's code "The act about Domestic rights". For poor relief the "The Poverty act" (Act No. 59/1868 The provincial code) was enacted on 3rd December 1868. Based on the social policies of "stick and carrot" of Otto von Bismarck in Germany, the Austrian Government enacted series of Acts on health and other types of social insurance systems, which were not universal, but had differences for different types of workers and employees, for example for miners, factory workers or white collars. Prague and the poor: social services for the poor in Prague in the years 1864-1929

The care for the poor, or poor care, has meant an important help for the needy ones at the times of hardship. As per the laws, it was their home village that was supposed to have taken care of them, which has brought several problems. The main law for the poor care was the December 1868 Bill aimed specifically at the poor care. It was this act that had transferred the care for the poor from the state to the individual villages' and towns' hands. This Diploma Thesis is aimed at the Prague's poor care and its development within the time period of 1864 till 1929. It was during this period of time that the traditional poor care was transforming into the social work. As such, it was then understood to be not only the results-providing care, but rather the tool for preventive measures. Its competencies have since then included the new questions raised. Its providers did no longer wish to only hand out the social payments, but to also educate and increase the life conditions of the cared for persons. In 1929, the Prague Social Institution - so called Masaryk's Houses - was brought to action, and had fulfilled all of these parameters. This text deals with the social issues in Horažďovice between 1850-1950. It describes the impact of the major events that occurred in Horažďovice during this period. The first part of the work covers the general outline of the town of Horažďovice. The second part focusses on the social issues and social problems, their development and impact in Horažďovice during the Austro-Hungarian monarchy, the First World War, the inter-war period, the Second World War and immediately after it.
Social security and social services in the past and present

This Bachelor's thesis called "Social Security and Social Services in the Past and Present" focuses on the historical development as well as current state of social security system and social services. The social security system in the Czech Republic comprises of social insurance, state social support and social assistance. As a whole, the social security system serves as a protection and support for people in difficult life situations. The aim of the system is to eliminate or at least mitigate the consequences of such unfortunate life situations. The system achieves this mostly by providing various benefits and social services that are discussed separately in this thesis. Social services can be divided into social counselling, social care services and preventive social care services. The goal of this thesis was to describe the current social security system and social services in the Czech Republic and the historical evolution of the system. Next, the thesis also intended to analyse / evaluate the social security system in the historical context. The theoretical part explains the concepts of social security and social services, defines their purpose and describes the current system in the Czech Republic. The practical part concentrates on the history and development of Czech social security system and social services. In the practical part, I analysed the historical development of the social security system and social services in the Czech lands. Specifically, I focused on the so-called Taaffe's reforms in the late 19th century. Qualitative research was carried out based on 12 publications. In the context of the thesis's aim, one question was asked: How has the social security system and social services in the Czech lands developed over time?
